upsc normally declares the notification on Saturdays.
cut-off date will be the publishing of cse-2013 adv. in employment news.
unless that happens, notification will not come.
Read Hindustan Times dear and ponder over the article on UPSC notification 2013. As expected there will be a drastic change in the UPSC Mains 2013. They are thinking for giving more weight-age to General Studies paper.

In 2013, optional papers will be there or not? It is very confusing after reading news on Times of India yesterday.
Finally, Notification will be out on 9th March 2013, Last day to fill forms 8th April 2013 and EXAM DATE 26 May 2013.

But the rumors about optional papers to be shelved out are true or not.

The clouds over optional will be clear only on 9th (assuming notification is not published in tomorrow's Employment news) and I do not have any info on that.
Leads are that the overall marks will be 2300 with GS (excluding statistics and aptitude) weighing 1200 instead of earlier 600 and optionals to be REPLACED by 2 other papers of known syllabus - Aptitude of reduced weightage of 600 marks.
PS: Which city you both are from!
